Innovation Ecosystems and the Role of Technology Infrastructures

The session aims to address the framework conditions needed to establish, operate, and sustain effective Technology Infrastructures (TIs) within European and national innovation ecosystems.

Technology Infrastructures (TIs) are at the heart of Europe’s competitiveness, and with the newly launched EU Strategy for Research and Technology Infrastructures, TI’s are recognized as strategic assets for industrial renewal. However, at the national level, many countries face barriers to aligning policies, securing funding, and ensuring sufficient coordination between actors. Access remains uneven, and coordination between national and European levels is often inadequate, resulting in duplication of efforts and missed opportunities for synergy.

This session brings together national authorities, European Institutions, TI operators, and industry to discuss how we can move from political intention to practical implementation. The session explores three key themes: 1) How to improve national framework conditions for supporting Tis? 2) The crucial role of intermediary organisations, 3) How to achieve better alignment and coordination between national priorities and EU strategies?

Each theme opens with focused presentations, followed by facilitated group discussions. Participants are encouraged to share experiences, identify barriers, and develop actionable recommendations to feed into policy dialogues at multiple levels. We look forward to a workshop marked by high-level expertise, open dialogue, and concrete outcomes.

Bjørn Arne Skogstad

Director Industrial Development, SIVA SF

Bjørn Arne Skogstad, Director of Industrial Development at Siva, led the Norwegian Catapult programme for the period 2017-2023, supporting companies with test and demo facilities nationwide. With a background from top technology management roles in industrial companies and 15+ years in industrial development at Siva and Innovation Norway, he bridges industry, research, and technology.

Stakeholder Relations Manager for Pilots4U at Bio Base Europe Pilot

Stef Denayer

Stef Denayer is Stakeholder Relations Manager for Pilots4U at Bio Base Europe Pilot Plant in Ghent. He has extensive experience in cleantech cluster management, circular economy, and sustainability, and connects open-access pilot and demo facilities for the bioeconomy across Europe to bridge the gap between innovation and industrial deployment

Monika Fuller

Vice President, Vehicles and Automation, RISE

Monika Fuller is the Vice President for Vehicles and Automation department at Research Institutes of Sweden (RISE), where one focus area is on strengthening Europe’s innovation capacity through the development of technology infrastructures. With experience from working at major global manufacturers and test houses across Europe, she brings a deep understanding of industry’s needs and challenges. At RISE, she drives collaboration between research, industry, and society to foster sustainable growth and competitiveness.

EIC Board Member and Head of Innovation Relay Center, Jožef Stefan Institute Slovenia

Dr. Špela Stres

Dr. Špela Stres is Heads of the Center for Technology Transfer and Innovation at the Jožef Stefan Institute in Slovenia. She is a Board Member of the European Innovation Council Board, chairs its Access Working Group, and is Slovenia’s delegate to the CERN Knowledge Transfer Forum, with broad expertise in innovation and research policy.

Christina Jönsson

Vice President, RISE, Research Institutes of Sweden

Christina Jönsson is Vice President Business Development at RISE, focusing on strategy, research and long-term development. She holds a PhD in organic chemistry and is affiliated with KTH. She previously led a department in materials and production, including responsibility for technical infrastructure for test and concept development.

Dr. Sven van der Gijp

Managing Director Business Operations, TNO

Dr. Sven van der Gijp serves as the Managing Director Business Operations at TNO, the largest knowledge institution in the Netherlands. He oversees amongst others the long term planning and operations of TNO’s research facilities, including aspects such as funding, safety, security, open access, and maintenance. With a background in chemical engineering, Sven was previously involved in initiatives related to CO2 capture and storage.
